Obtaining a mining permit in Zimbabwe involves navigating regulations set by the Ministry of Mines and Mining Development. This is the primary governing body for mining activities in Zimbabwe. They issue mining titles and enforce mining regulations.
One needs to have a Mining Title, this, grants the legal right to develop and exploit mineral resources within a designated area before even having to apply for an export permit. Different types of mining titles exist, including: Prospecting licenses, Mining leases, Special grants.
When considering mining export permits in Zimbabwe, it’s essential to understand that the government is actively working to increase the value derived from its mineral resources.

Beneficiation Emphasis:

Zimbabwe has implemented regulations, notably Statutory Instrument 5/2023, to prioritize the local beneficiation (processing) of base minerals. This translates to stricter controls on the export of unprocessed minerals. The government’s aim is to ensure that more value is added to minerals within the country before they are exported.

Export Permits:

Therefore, exporting unprocessed base minerals now requires a permit from the Minister of Mines and Mining Development. Obtaining these permits involves demonstrating that:
The ore cannot be beneficiated within Zimbabwe.
The ore needs to be exported for assaying (analysis) that cannot be adequately performed in Zimbabwe.

Minerals Marketing Corporation of Zimbabwe (MMCZ):

The MMCZ plays a crucial role in the marketing and selling of Zimbabwe’s minerals.

Generally, mineral exports are conducted through or with the approval of the MMCZ.
