Did you know that if you have been submitting your NSSA returns (p4) late you are charged a penalty as soon as you upload the returns on the system.

The National Social Security Authority (NSSA) has issued a Public Notice announcing a facility for the Waiver of penalties related to the late submission of P4 returns. This initiative is aimed at fostering a supportive environment for business recovery and sustainability while encouraging greater compliance.

 

1. Scope and Eligibility

The waiver covers outstanding P4 submission penalties for a specific period:

  • Eligible Period: January 2024 to November 2024.
  • Eligible Applicants: All registered employers with outstanding P4 submission penalties for the specified period.

 

2. Mandatory Conditions for Waiver

 

To take advantage of this opportunity and regularize their compliance status, eligible employers must meet the following four conditions:

  • Application Deadline: Submit a formal letter requesting the waiver by December 31, 2025.
  • Return Submission: Upload all outstanding P4 returns up to the current period.
  • Arrears Settlement: Settle the principal contributions and premiums arrears for POBS and APWCS.
    • POBS stands for the Pension and Other Benefits Scheme, which is the national pension scheme.
    • APWCS stands for the Accident Prevention and Workers Compensation Scheme.
  • Employee Records: Update employee records to ensure they match the active employees declared against the employee listing.

 

3. NSSA’s Rationale

 

This facility is part of NSSA’s ongoing commitment to enhance social security coverage while simultaneously supporting employers who are facing financial constraints. Employers are urged to seize this opportunity to avoid further penalties.

We have good news to all NSSA registered firms. If the system has levied penalties when you uploaded your returns in 2024, you can apply for a waiver.

The facility is aimed at encouraging compliance and fostering a supportive environment for business recovery and sustainability. All employers with outstanding P4 submissions penalties for period January 2024 to November 2024 are eligible to apply subject to the following conditions:

  1. Submitting a formal letter for waiver by 31 December 2025
  2. Uploading all outstanding P4 returns to current.
  3. Settling the principal POBS and APWCS contributions and premiums arrears.
  4. Updating employees records to match active employees declared against employee listing.
