Procurement Regulatory Authority of Zimbabwe (PRAZ) : Understanding the New Registration Categories

In a significant move to enhance inclusivity and ease of doing business in Zimbabwe’s public procurement sector, the Procurement Regulatory Authority of Zimbabwe (PRAZ) has updated its registration fee structure and tender value thresholds.

These changes are specifically designed to empower small businesses while maintaining a clear framework for large-scale and international entities. Below is a comprehensive guide to the new registration requirements and fees for 2026.

1. Understanding the New Registration Categories

PRAZ has tiered its registration to ensure that Micro, Small, and Medium Enterprises (MSMEs) can compete fairly within their capacity.

2. General Requirements for Registration

To register on the e-Government Procurement (eGP) Portal, all applicants must provide specific legal and compliance documentation.

For Local Companies (ME, SME, and Other Entities):

  • Certificate of Incorporation: Proof of legal business registration.

  • Company Returns (CR6 & CR14): Lists of directors and shareholders.

  • Valid Tax Clearance Certificate (ITF263): Verification of tax compliance with ZIMRA.

  • Company Profile: A detailed document outlining your core business and experience.

  • NSSA Compliance: Proof of social security contributions.

  • Bank Account Details: Necessary for the processing of any potential refunds or bid bonds.

For Foreign Organizations:

  • Foreign Registration Documents: Equivalent of incorporation certificates from the home country.

  • Proof of Nationality: For directors and shareholders.

  • Shareholding Structure: Particulars showing the extent of foreign ownership.

  • Application Letter: A formal intent to register as a supplier in Zimbabwe.

 

3. The Registration Process: Step-by-Step

Registration is now strictly conducted online via the PRAZ eGP Portal.

  1. Account Creation: Sign up on the portal using a unique email address and verify via a One-Time Password (OTP).

  2. Profile Completion: Enter organization details, directors’ information, and bank details.

  3. Category Selection: Choose the specific goods, services, or works categories you wish to supply. You may apply for multiple categories, but the fee applies per category.

  4. Document Upload: Attach PDF copies of the requirements listed above.

  5. Payment: Generate an invoice through the system. Payments can be made via bank transfer or integrated mobile platforms.

  6. Certificate Issuance: Once PRAZ verifies the payment and documents (usually within 48 hours), you can download your digital certificate.

 

4. Why This Matters for Your Business

  • MSME Protection: By capping tender values for Micro and Small enterprises, the government ensures that large corporations do not crowd out smaller players in smaller-scale contracts.

  • Cost Efficiency: The reduction in fees for local enterprises (as low as $50) significantly lowers the barrier to entry for startups.

  • Market Access: A PRAZ certificate is mandatory to supply any government ministry, parastatal, or local authority.

Note: PRAZ certificates are valid for one calendar year and expire on December 31st. It is recommended to begin the renewal process early in January to avoid disruption in your bidding eligibility.
